FSSAI ACT,2006

Food Safety and Standard Authority of India is abbreviated as FSSAI. Registration/ License for FSSAI is mandatory for manufacturing, processing, storage distribution & sale of food products.

FSSAI ACT, 2006 had been introduced to improve & maintain the hygiene and quality of food.

FASSAI REGISTRATION

FASSAI REGISTRATION is mandatory for all Petty Food Business Operators.

Petty Food Business Operators are those who himself manufactures or sells any article of food or a petty retailer, hawker, itinerant vendor or a temporary stall holder or small scale or cottage or such other industries relating to food business or tiny food business operator having annual turnover up to Rs. 12 Lacs or production capacity up to 100 kg/day (Other than milk & milk Products, Meat & Meat Products) or whose procurement or handling and collection of milk is upto 500 ltrs of milk /day or Slaughtering capacity is 2 Large animals or 10 Small Animals or 50 poultry birds/day or less. These FBOs are required to just register themselves with FSSAI.

FASSAI LICENSE

Any entity does not follow under the category of Petty Food Business Operators, are required to obtain FASSAI license for operating their food business in India. There are two types of FSSAI License

  1. State License; and
  2. Central License

As per the size and nature of the business, FSSAI License is grantedState wise & Central wise.

Hereunder is the Illustrative list for all those business who fall under the grant of State License-

For Manufacturers-

  1. Dairy units including milk chilling units equipped to handle or process- processing from 501 units to 50000 litre of liquid milk per day or 2500 MT of milk solids per year.
  2. Vegetable oil processing units and units producing vegetable oil by the process of solvent extraction and refineries including oil expeller upto 2 MT per day and turnover above 12 lakh
  3. Slaughtering house processing more than 50 uptp1000 poultry birds (per day) or more than 10 upto150 small animals or more than 2 upto 50 large animals.
  4. Meat processing unit with a capacity of upto500kg meat per day or 150 MT of meat per year.
  5. All food processing units including relabellers&repackers More than 100kg/ltrupto 2MT/day. All grains, cereals and pulses milling units.

For Other Business-

  1. Storage ( Except Controlled Atmosphere & Cold) capacity upto50000 MT.
  2. Storage (Cold/Refrigerated) capacity upto 10000 MT.
  3. Storage (Controlled Atmosphere + Cold) capacity upto1000 MT
  4. Wholesalers whose turnover is upto 30 crores
  5. Retailer whose turnover is upto20 crores
  6. Distributor whose turnover is upto 20 crores
  7. Supplier whose turnover is upto 20 crores
  8. Caterer whose turnover is upto20 crores
  9. Hotel- Upto three star having turnover more than 12 lakhs/annum or Three star and above but below Five star.
  10. Restaurant whose turnover is upto 20 crores
  11. Dhaba, Boarding Houses serving food, banquet halls, with food catering arrangements, home based canteens/Dabbawallas, Permanent/ Temporary Stall holders, Food Stalls/Arrangements in Religious gatherings/fairs etc., Club/ Canteen, Fish/Meat/Poultry Shop/ Seller or any other food vending establishment having turnover more than 12 lakhs / per annum
  12. Marketer having turnover is upto 20 crores
  13. Food Transporters having upto 100 vehicles and turnover upto30 crores.

           For Premises in Central Govt.

  1. Food catering services at Seaport Excluding seaport located at Kandla, Tuticorn, Vishakhapattam, Kolkata, Marmagao, Cochin, Mumbai, Chennai, JNPT or

Airport Excluding airport located at Kolkata, Tiruchy, Mumbai, Delhi, Chennai, Amritsar, Cochin, Bangaluru, Hyderabad, Trivendum, Ahmedabad.

For Manufacturers-

  1. Dairy units including milk chilling units equipped to handle or process- processing over 50000 litre of liquid milk per day or 2500 MT of milk solids per year.

  3. Slaughtering house processing more than 1000 poultry birds or more than 150 small animals or more than 150 large animals.
  4. Meat processing unit with a capacity of more than 500kg meat per day or 150 MT of meat per year.
  5. All food processing units including relabellers&repackers More than 2MT/day except grains, cereals and pulses milling units
  6. Proprietary foods
  7. 100% EOUS

               For Importers-

Importers importing food items including food ingredients and additives for commercial use.

For Other Business-

  1. Storage ( Except Controlled Atmosphere & Cold) capacity more than 50000 MT.
  2. Storage (Cold/Refrigerated) capacity more than 10000 MT.
  3. Storage (Controlled Atmosphere + Cold) capacity more than 1000 MT
  4. Wholesalers whose turnover is greater than 30 crores
  5. Retailer whose turnover is greater than 20 crores
  6. Distributor whose turnover is greater than 20 crores
  7. Supplier whose turnover is greater than 20 crores
  8. Caterer whose turnover is greater than 20 crores
  9. Hotel- Five star & above
  10. Restaurant whose turnover is greater than 20 crores
  11. Marketer having turnover greater than 20 crores
  12. Food Transporters having more than 100 vehicles and turnover greater than 30 crores.

           For Premises in Central Govt.

  1. Food catering services in establishments and units under Central Government Agencies like Defence etc.- Food catering services in Defence Locations.
  2. Storage, Wholesaler, Retailer, Distributor- Premises in Central Government Agencies

          For Premises in Air/Seaport

  1. Food catering services in establishments and units under Central Government Agencies like Defence etc.- Food catering services at Seaport located at Kandla, Tuticorn, Vishakhapattam, Kolkata, Marmagao, Cochin, Mumbai, Chennai, JNPT or

Airport located at Kolkata, Tiruchy, Mumbai, Delhi, Chennai, Amritsar, Cochin, Bangaluru, Hyderabad, Trivendum, Ahmedabad.

  1. Storage, Wholesaler, Retailer, Distributor- Premises at Seaport located at Kandla, Tuticorn, Vishakhapattam, Kolkata, Marmagao, Cochin, Mumbai, Chennai, JNPT or

Airport located at Kolkata, Tiruchy, Mumbai, Delhi, Chennai, Amritsar, Cochin, Bangaluru, Hyderabad, Trivendum, Ahmedabad.

In addition to the eligibilities listed below, food operators have to take a Central License for their Head Office if they have operations in more than one State.
